feat(haskell): update haskell-tools version, add formatters/linter, use localleader keymaps

- Update haskell-tools.nvim to latest version
- Add fourmolu formatter for Haskell
- Add cabal_fmt formatter for Cabal files
- Add hlint linter for Haskell
- Move keymaps to <localleader> following Vim convention
- Improve telescope_hoogle integration
